Tertiary education world over, is only functional when it offers quality programs to meet the needs of society through enhanced curriculum-content and available teaching facilities. Unfortunately, government education policies have only aided proliferation of tertiary education system in the country rather than tasking the Institutions on curriculum enhancement to cater for the developmental needs of Nigerians .
After Independence, the need for Polytechnic education to provide meddle manpower, needed for technological capacity of the country grew alongside conventional university educational system with the ideal, that each entity claves to it's provision. Sad enough,is the fact that,as time went by, emphasis on technological education with changes in educational policies,and government preferences to university education, began to suffer some setbacks. Current situation is that, HND holders at workplace, as though,they are architect of their own fate, are rated below their graduate counterparts. The then president Obasanjo's administration tried,using the Legislative organs of government to redress the issue,it only seems, his efforts were not good enough. As such, the B.sc/ HND dicotomony got widened. As a sigh of relief to HND holders,some institutions, rather than wait for outcomes from passage of the bills into law, abolishing the discrimination of HND holders,have braved up to the challenge to run and mount a-year intensive B.sc/HND convertion program that would help affected holders of HND escape the hurdles of pursuing a postgraduate Diploma degree after their HND, but proceed for an M.sc study.
